This lets you ally with another gang. You can't do this until you have 3 Lieutenants. The other gang will receive a game message saying that they want to ally with you. If they accept then you are allies. If not, you aren't!
Once you are allied, any orders against a block or building controlled by that ally's gang will automatically fail.
You can cancel any ally at any time with a Betray command.
